Justifying social discounting: The rank-discounted utilitarian approach

چکیده

The discounted utilitarian criterion for infinite horizon social choice has been criticized for treating generations unequally. We propose an extended rank-discounted utilitarian (ERDU) criterion instead. The criterion amounts to discounted utilitarianism on non-decreasing streams, but it treats all generations impartially: discounting becomes the mere expression of intergenerational inequality aversion. We show that more inequality averse ERDU societies have higher social discount rates when future generations are better-off. We apply the ERDU approach in two benchmark economic growth models and prove that it promotes sustainable policies that maximize discounted utilitarian welfare. JEL-Code: D63, H43, Q56.

Discounting while treating generations equally

This chapter asks whether equal treatment of generations is compatible with social discounting. It presents the rank-discounted utilitarian criterion, proposed by Stéphane Zuber and analyzed in Zuber and Asheim (2010), which combines equal treatment with social discounting by giving priority for the worse off not only due to their absolute level of well-being but also their relative rank in wel...

Valuing future private and social bene®ts: The discounted utility model versus hyperbolic discounting models

It is standard practice in economic evaluation and in any economic analysis of future events to assume the discounted utility model on the part of economic agents. This paper compares the discounted utility model with three hyperbolic discounting models with respect to private and social ®nancial bene®ts. The discounting models are ®tted using non-linear regression techniques to data collected ...

Can preferences for catastrophe avoidance reconcile social discounting with intergenerational equity?

A social welfare function treating all generations equally is derived from a set of axioms that, contrary to the Utilitarian approach, allows for preferences for Catastrophe Avoidance. Implications for the case where there is a risk of world extinction are studied. We show that substantial time discounting can arise from the planner’s taste for Catastrophe Avoidance, even if the probability of ...

Collective Intertemporal Choice: Time Consistency vs. Time Invariance

We study collective choice when individuals have heterogeneous discounted utilitarian preferences. Two attractive properties of intertemporal preferences are indistinguishable for individuals, but have dramatically different implications for collective choice. Time Consistency requires a plan that is optimal at one evaluation date to be optimal at all later evaluation dates, while Time Invarian...

The Psychological Record, 2010, 60, 577–586 Intertemporal DecIsIon-makIng for a group

Temporal discounting assessments measure the reduction in the subjective value of a reward as a function of the delay to that reward, and are correlated with behavior in social dilemma. Among the solutions proposed for defection in social dilemmas is a single individual making the decisions for the group. The present study examined the influence of group context on temporal discounting. Partici...
